Strengths: CLU has some frightening levels of charisma. In the Grid, he has entire armies at his command, bent on perfecting it and eventually the Outside world. Due to his directive from his creator, Kevin Flynn, to create the 'Perfect System'.
Weaknesses: CLU is rather narrow minded because Kevin didn't know what perfection was when he gave CLU his directive. On Eden, CLU doesn't have the Grid. He doesn't have his soldiers. He does not have Jarvis or Rinzler. CLU also will not hesitate to betray his supporters when he decides he doesn't need them anymore. And may the Creator have mercy on you if he thinks you betrayed him. He has a nasty temper.
History: CLU was created by the User Kevin Flynn when Flynn first started exploring the Grid. Flynn made CLU in his own image. However, shortly after the discovery of the ISOs, CLU staged a coup against the Users, seeing them as imperfect anomalies. And he didn't like the idea that the ISOs lacked a specific function. CLU also initiated the Purge, where his Black Guard killed any and all ISOs they could find.
During this coup, the program Tron, which Flynn brought with him from the old system, defended Flynn with his life. Tron would eventually become the much feared Rinzler with little to no memory of his former life. CLU was hailed as a hero for freeing the Grid from the tyranny of the Users.
CLU ruled uncontested until young Sam Flynn entered the Grid in search of his father.
Personality: CLU is, to put it lightly, a tyrannical scumbag. He will stop at nothing to attain Perfection because that is his purpose, given to him by Flynn. Yet he hates Flynn for abandoning him, for failing to recognize him. He has daddy issues in other words.

Anything else: The only thing that functions is his Identity Disc. He cannot create a Lightcycle or a LightJet on Eden. The Disc is his identity as a program, he can operate without it. The disc, when activated, has an edge to it that can cut flesh on Users. On Programs, they are 'derezzed'.
