Weather on Eden stems from either The Pantheon or the Quartet. Sometimes they can act on their own or sometimes they act in tandem with each other. For instance, hurricanes and typhoons are caused by the dragons Water and Air. Most weather phenomena stems from these two working together with a few exceptions.
And just as it is here on Earth, the conditions have to be right for certain weather phenomena to occur. For example, thunderstorms are more likely to occur in Spring and Summer. On Eden, thunder and lightning is almost exclusively the responsibility of Summer. So while he has his own Season, it's not to say that he doesn't interfere in his siblings' seasons.
